Banks caught in Osborne pincer movement?

Today, George Osborne answered an urgent question in the Commons on Barclays' conduct (LIBOR manipulation[1] and conspiracy to defraud) in the run-up to the financial crisis which blew up in 2008.

Osborne seemed genuinely determined that Diamond and other bankers who caused the financial crisis face criminal charges, if possible.

This is very welcome news and I wonder if Osborne has engineered an extremely shrewed pincer movement against the banks.

While our banks are schizophrenic in their support for the EU, it is abundantly clear that if we stay in the EU, our banks will be supervised by the EU - i.e., be under the control of the EU.

The timing and sequence of events played out in the media, up to this point, leads me to suspect that Osborne is offering the banks an unstated ultimatum:

"deliver unto us your guilty, that they may be prosecuted, or suffer ye under the yoke of the EU".
